New California Individual rate changes effective May 1, 2012

As previously communicated, beginning May 1, 2012, Anthem Blue Cross and Anthem Blue Cross Life and Health Insurance Company (Anthem) will adjust rates for most of your clients ’ plans/policies. It’s important to note that we have modified our May 1, 2012 rates. Please see links to rate sheets and other tools below.

Rate change highlights:

  • The majority of your clients will receive rate changes effective May 1, 2012. New rates will also reflect any age adjustments your clients may have seen. Your clients who are in their initial rate guarantee will not be affected until the end of their guarantee period.
  • The new rates apply to existing members and new business with effective dates on or after May 1, 2012.
  • Benefits have not changed for May 1. Due to changes in California law, coverage for certain treatments associated with autism and maternity will be added to your Individual clients’ policies beginning on July 1, 2012.
  • Dental Blue and PPO Dental rates are also changing effective 5/1/12
  • Access the latest rates when quoting new business for 5/1/12 and later effective dates. PlanFinder and Anthem Rate Calculator now have the updated rates for 5/1/12 and later effective dates.

Serencsa:
Member Movement Option Due to Rate Change – Serencsa Class Action Settlement
Your clients may have additional options to change policies as a result of the Serencsa Class Action settlement. Specifically, your CDI clients can move to any individual health insurance policy offered by Anthem Blue Cross Life and Health Insurance Company or any individual health benefit plan offered by Anthem Blue Cross that is open to new sales, without medical underwriting. If a client changed to an open plan/policy, they will no longer have the option to move under the Serencsa settlement.

Moving Plans in the Future
As part of the Serencsa Class Action settlement, if your clients remain with their current policies for now (or in certain cases, a lower benefit level in their current policy family), they’ll be able to move to another one of our plans/policies without medical underwriting, if we raise their premiums at any time between now and December 2013. However, once eligible clients move to a new plan/policy, this will be considered their one-time opportunity to change plans/policies under the Serencsa Class Action settlement. They will still be able to move, without medical underwriting, to plans/policies of equal or lesser value as determined by Anthem Blue Cross Life and Health Insurance Company/Anthem Blue Cross (see Movement Option Normally Available below).

Movement Options Normally Available
Your clients may be able to transfer to another plan/policy providing equal or lesser benefits (as determined by Anthem Blue Cross Life and Health Insurance Company/Anthem Blue Cross) without medical underwriting review if they have been covered for at least 30 days under an Anthem individual health care plan/policy. Please refer to the plan option tables when advising your clients on changing coverage.

Feller Freed:
Your Feller Freed-eligible clients with rate changes effective 5/1/12 or 6/1/12 were mailed their notice of open enrollment in mid-April. Their open enrollment will be from April 20-June 4, 2012. If they choose to take advantage of this open enrollment, their new policy/plan effective date will be 5/1/12. If you have clients who were notified, we sent you a notification, including a list of those clients.
